Resilient Seed Systems: Shared Action Framework
Seeds are the foundation of our food system. Resilient seed systems are central to sustainable food systems that are renewable, resilient, equitable, diverse, healthy, and interconnected. In light of critical global challenges such as climate change and food and nutrition security, there is an urgent need to maintain and enhance agricultural biodiversity.
The Resilient Seed Systems Shared Action Framework is a strategic guide for diverse stakeholders to take a holistic, collaborative approach to protecting and enhancing the world’s seed systems and to galvanize the action on agricultural biodiversity.

Development of this Framework was a collaborative and iterative effort. In 2016, the Global Alliance commissioned experts from around the world to weigh in on a future that protects and improves resilient seed systems and published Seeds of Resilience, A Compendium of Perspectives on Agricultural Biodiversity from Around the World. In 2018, a strategic convening on resilient seed systems was held in Oaxaca, Mexico. Since that time, the Global Alliance has been convening key seed system stakeholders to further explore these issues and understand how we can overcome challenges by bringing diverse perspectives together and identifying shared priorities.
The actions of a diverse group of players is needed to strengthen farmer managed and community-based seed systems and to promote innovation and markets that regenerate rather than erode agricultural biodiversity. Guided by a set of common principles and priorities, the Shared Action Framework is designed to increase dialogue and collaboration among farmer associations, Indigenous Peoples groups, civil society organizations, research institutions, government, policy makers, the private sector, and donors and, in doing so, help accelerate this much-needed food system transformation.
Mobilizing key stakeholders in philanthropy, farmer and civil society organizations, policy and research institutions, the private sector, donor agencies, and more, the Shared Action Framework provides guidance to users on:
- Policy and Advocacy;
- Research and Education;
- Platforms and Alliances;
- Communications; and
Implementation of the Shared Action Framework is a collaborative process with distributed ownership and identifies some of the many actions that diverse groups of individuals, organizations, and institutions can take to advance resilient seed systems. We invite you to contribute to this important effort to maintain and enhance agricultural biodiversity globally.
